I always have the same problem but can sometimes manage to change it in FF rather than IE9 but I still can't see the comp although I've changed location. The OPs link just takes me to the homepage & it's not listed in the win section. To get to the comp : click on 'home', then click on the 'change location' at top right.
When you get the map click on Manchester.
Scroll down the screen until you see the competitions and prizes section. Look for the heading 'win with blue islands' - you might have to click on 'more' at side of comp heading.
Click on the 'win with Blue Islands' section for the form.

The way I did it was to find a manchester postcode eg trafford centre, click on change location and enter postcode.0
