Does anyone know how long you can claim back PPI, is it longer than 6 years?

My Mother asked me this earlier today.
I think I can remember reading that you can go further back than 6 years.
My Mother recently received a letter from the Halifax saying that they would only repay the £5300 back if she refinanced the remaining balance with another loan. I think this sound like blackmail!0
