there are plenty of charities that give regular payments for living expenses - it is a while since I worked with one but in those days (around 2001) it was possible to receive £20 a week from charitable sources which was disregarded for benefit purposes.0 -

Btw, income support is paid to lone parents of children under the age of 7 as standard, it's not a sickness benefit per se. I think this will change to 5. At that point, the lone parents get switched off IS and onto Job Seekers Allowance.
Perhaps the DWP/local council will continue with their surveillance, perhaps not. I read an article about their investigations and they often film the secret partner leaving the house every morning for days on end.
Perhaps at most, she may have not had an entitlement to the single person's council tax allowance (discount of 25%).
She's a cheat, he's lazy and has abandoned his kids rather than lose 10-20% of his paid employment income to prevent their exposure to poverty. Sounds like a good match.
I find it hard to believe that he's not claiming benefits at all.
I believe that the OP's sister was on IS for disability (the old system) and now has been transferred to ESA.
Presume the ESA is income based since the IS was so the sister would still be entitled to her benefits even if the boyfriend wasn't living there. In fact the household must be losing money as he isn't on her claim.
Trying to look at it from a tax payer's point of view

Not the case here but NRP could take kids to school, pick them up from school and take them home then spend evening with them and not leave until kids are in bed without breaking benefit rules. I know this from when my old next door neighbour and her partner seperated, he left but was going in each evening to spend time with the kids. HB objected so neighbour went to solicitor who did letter saying that under some legislation he couldn't be stopped from spending time with kids after school.
To give an example man and woman seeing each other, female goes to bf's house each evening but leaves 10pm each night. Benefits can't do anything as they can't stop you going visiting, that's what I was told when I askeed about it as I was doing that before hhubby and I were married.
I don't think OP's sister has committed fraud as her bf isn't claiming benefits, I would be curious as to why she hasn't claimed ESA couple rate.
OP, it might be worth you putting the circumstances into turn 2 us, printing off the reesults to show you your sister.0
