Best bet is to check with your local Building Control Dept.0

Phone your local council and ask for Building Control. They should be able to tell you if what you're wanting to do to your property will need Building Regs. Might need to check if Planning Permission is required (probably not but best to be on the safe side) so again local council Planning Department.0

Actually think if you're changing flats back into one property you may need Planning Permission - or have I got the wrong end of the stick?0

If you live in Scotland you will almost certainly need a building warrant.
