Internal Error 2203?

Has anyone got any advice please for the above error code? I am Trying to install some software, but their CS are worse than useless! I have installed MS Windows Installer V3.1 but the error is still being shown. This is the only Installation that I am having problems with. Is it my PC or is it thier software? This is downloaded and paid for software and their CS now says they are "at a loss." the only other option they offer is to send the CD version out in the post, but surley the same problem will occure?
