Does anyone know if it is at all possible to transfer a number plate to another car from an old car that has been sitting in a garage for years and obviously has no MOT?

Reading the DVLA website it would seem the car must have an MOT or had one within the last six months.

Am I correct in saying that before it can be sold/transferred the car will have to be restored and pass an MOT?

Yes it is registered at dvla and according to them does not need to be SORN.

I vaguely recall a rule whereby the VRM can be placed on Retention without an MOT, if the vehicle is being declared as scrapped. But I may be wrong.

there's the answer, why would you believe 'some bloke on a forum' rather than an official government website?
The questions that get the best answers are the questions that give most detail....
  • 'some bloke on a forum' here with a suggestion. Go along in person to your nearest DVLA Local Office with the paperwork for the car and ask to speak to the vehicle inspector.

DVLA want to ensure the registration you intend to transfer is genuine and definitely belongs to the old car. If the vehicle inspector can be reasonably sure it all stacks up you may be okay.

Morale is very low at the moment amongst the staff at the DVLA Local Offices as many of them will lose their jobs if the planned closure of all DVLA Local Offices goes ahead. This may assist you in your attempt to transfer this particular registration.
