Why are you guessing at the low rate consumption?

You have the statements that will show the actual usage.

Even when I had gas heating the water and used for heating and cooking my night electric usage was still 20%.

The off peak consumer unit is switched off so whilst the elec supply is coming in, nothing connected is on. So the 5% is the 24hr usage on the off peak register.
