I've found that you can copy from iPad to memory card via the adapter but not the other way, and only photos/videos at that. Long term looking at a NAS drive that's also compatible with Windows, is the Seagate one such a solution?

You may well have a faulty adaptor then - mine copies both way without problems.

The Seagate drive I use does get shifted between my iPad, PC and laptop without problems but I've not tried the Ipad with my NAS drive yet.

All those memory cards and hard drives will only allow you to copy files, not apps, to and from the iPad.
You could store apps on them, but you'd need a computer and iTunes to get the apps onto the iPad. And if you have a computer handy, just use that for storage.

I've got 49 GB of apps on my iPad 2, I can't imagine 16GB being enough if you think you would use loads of apps. But if you are going to use it mainly as a media device and a few apps, and were going to store the media elsewhere, maybe it would be OK.

In terms of sizes of apps, they vary greatly - the largest one I have is 2GB, the smallest one is less than a MB. Of the apps I have, which are mostly games, about 3/4 are less than 100MB. When looking on iTunes bear in mind that the file size shown is the size of the download, the file when installed will be larger.
