Help regarding NHBC certificate

Hi all,
I bought a leasehold flat in April 2006. From what seems to be a bunch of cowboys!!
There was quite alot of issues regarding my moving date and the date was constantly being put back, Once this got to 1 month over the specified date I decided to be more firm in my persistance to move in. I was informed by my solicitor there was an issue with waiting on my NHBC certificate and the mortgage cannot complete without this.... Therefore again was postponed a further week. Eventually received the call to collect my keys and all being well I moved in.
I have constantly communicated with the builders and attempted to speak with my solicitor whom since receiving my money has not been interested in any of my issues at all. There have been issues with a non completed car park, waste issues, Plumbing Oh the joy!!
I decided yet again to contact my builders to discuss the certain issues I have to then find out 1 week ago that my NHBC certificate has not been signed off and that I currently have no warrenty, I was advised by the MD of the building firm he will call me to arrange an appointment to get this signed off by the 26/2 and still no contact and again only me chasing them. The MD told me I would not be in a position to sell untill I have this either.
Where do I stand? What can I do? Surely my solicitor should have dealt with this?
