need a new one for my Dell laptop..where is best place to get one from?

Best place for compatibility and quality is direct from DELL.

Fleebay is probably best place price-wise, but avoid the really cheap ones as they don't last long and really are not worth the few quid you'll save in the short term. Look for ones at around 50% the price of genuine DELL batteries.

If there is a higher capacity option which doesn't cost too much more, that maybe worth considering

powercell_uk is who I use on Ebay. They actually are in the UK, actually have stock and their batteries do work with Dells.
