Can we claim costs if appealing a ticket?

I have always wondered why I have never claimed costs when winning an appeal of a ticket. Surely in Law, we have as much right to claim for our time. I would like to know your views, thanks

    If you mean a council PCN, one of the major injustices in the system is that normally, costs are not awarded. You can only claim costs if the other party has behaved "unreasonably". It is a bad system.

    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Some people on pepipoo have applied for costs when a Council has been unreasonable all the way to adjudication then folded before the hearing. And some have had them granted, so no harm asking if a case gets that far (but not just for a PCN issued then cancelled fairly soon by a Council).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I am filling in the papers now for an adjudicator and this is the second with Enfield. Won the first, caught in a yellow box just before the North Circ, Total con, but won that.
    I will apply for costs this time. Reached that point where the system is just taking us motorists for money cows. It has to stop somewhere, surely?
