    So are you saying that if the Lease had been provided to you before you made your offer you would have known it was dodgy - or that you would have worked out that there was no planning permission for the change of use?

    Would you have thought of those points before your solicitor had a chance to read the papers and point them out? So you would either have to pay your solicitor to go through the HIP and comment on it for you prior to making an offer (are you happy to pay £200 or so for that?), or you would wait until you made your offer and been accepted and then a week or two later the solicitor gets a chance to go through the stuff and then points out the problems.

    Another danger with this kind of information is that people who don't know what they are looking at can assume that a dodgy lease is OK and then when they realise it isn't the seller gets cross because HE thinks that the HIP is supposed to enable people to make up their minds upfront.

    It can work the other way round too. There could be something in the paperwork that a solicitor used to such matters would consider perfectly normal and standard, but because of lack of legal knowledge a lay buyer might decide not proceed because of a mistaken conclusion that there was something nasty about some wording. The poor seller would wonder why he didn't have any body really interested - they'd seen the HIP and changed their minds!

    Do houses that are put on the market in May need the HIPS if they do not sell by a certain date?

    If so, it would be worth EVERYBODY putting their houses on the market in May. That'd test Rightmove's bandwidth!

    If you put your house up for sale prior to 1st June you were originally alllowed until November before having to providea HIP. This now has been extended to March 2008 I believe.

    It's all about meeting European legislation on enegy monitoring thats all, no benefit to homebuyers, sellers or anyone involved in the whole process! The simplest way for the government to collect this information is through the public footing the bill.

    It's effects are already starting, just about every valuation since start of Feb has had a potential vendor asking the what ifs of it. We have very few houses on the market at the moment, as people just do not want to be the testers for it!
