How does this international so called free number work

Hi guys
I am trying to call the CFA Institute an educational institute based in the USA
On their website they provide this number as a "Toll Free" number to call them on, the format is not something I am used to
+00 (800) 1247-8132
http://www.cfainstitute.org/utility/contact/Pages/toll_free_numbers.aspx
My question is how do I actually dial this number from a landline, exactly what digits should I enter into the phone, I have tried a few variations and none of them actually rings.

"+00" means dial the international code for the country

It's probably toll-free when dialled in the US only. Remember that Americans have very little concept that life (or even phones) exist outside the borders of the USA.No free lunch, and no free laptop0

Tel no gets hits in Google for 0800 12478132 so could it be that the UK office is no more?

On their website it is presented as a way for someone calling them from the UK to call for free.
I believe they have made a mistake of some sort, will let them know.
In the meantime when I call them I have to call using their standard international US number :mad:0 -

Just dial the number, and an American voice says "this is the cfa institute; an agent will be with you momentarly". I didn't wait to see if he or she stayed on the line for more than a moment, but you'll find this is free.
