I have done on several occasions. When I have written a very uncompromising "I wasn't driving so don't even think about asking me for anything" type letter on behalf of myself or a friend; I have had some "we have closed our file" type replies.
But if you meant, at the end of the letter chain will they send you something confirming they are giving up- no.
Would hardly be good business from their point of view to say "as you never replied we've given up" in writing, really!0
