Thanks to bensonsmum, Monkey Chinchilla, and puzzymunkle for the end date and T&C, as I haven't 'liked' the page. It looks (thanks to same 3 posters) that you must have had opened your FB account no later than 18/2 and keep it open until at least 1/5 for your entry to be valid.

Terms & conditions
Kia Motors UK ("KIA") is happy to announce its “Kia cee’d Marbella test drive” Competition ("Competition"). The Competition is governed by these Terms & Conditions (“Terms & Conditions”).
1. COMPETITION
The Competition consists of a contest on the Kia facebook-page where the User has to answer question(s). The Competition can be participated by registered users of Facebook (see https://www.facebook.com for more details) who visit the Website (“Users”). The Competition is in no way sponsored, endorsed or administered by, or associated with Facebook.
2. ELIGIBILITY
Participating in the Competition is free and open to everyone who is 18 years or older and domiciled in …. (“Participants”).
In order to enter the Competition Participants must have had a registered Facebook-account at the beginning of the Competition period on 18th February 2012 and keep it until 1st May 2012.
By participating in the Competition the Participants agree to be bound by these general conditions.
3. SUBMISSION
Participants have to answer the question(s) on the Website from 18th February… until 13th April 2012.
4. SELECTION PROCESS
At the end of the Competition-period KIA will draw by lot 10 winners. A winner will be identified at random through an automated process Employees of KIA, their direct family members and anyone professionally associated with this competition are not eligible to be selected as a Winner.
5. PRIZES
The winners will receive a weekend trip for two persons to Spain, Marbella by plane, including hotel accommodation with breakfast and a participation on the “Kia cee’d Marbella test-drive”
All decisions are final without recourse to legal process. If a Winner does not respond within 5 days after a notification has been sent to the Winner’s e-mail address as submitted or registered by Facebook, another Winner will be selected from the remaining eligible entries. By accepting a prize, each Winner agrees to be responsible for all federal, state, provincial, local, or other applicable taxes associated with acceptance and use of the prize. All prizes awarded are non-transferable and cannot be redeemed for cash or credit. KIA reserves the sole right and discretion to change any of the prices by another price of higher or similar value.
6. PRIVACY STATEMENT
Within the scope of this Competition, personal data of Users and Participants such as name, e-mail address, gender, birthday, current city, facebook profile picture URL, images, and videos is gathered and processed in accordance with the applicable data protection laws and regulation. Users and Participants are aware that the information submitted by them, including Submissions and comments, could contain personal data. This personal data can relate to Users or Participants, but also to individuals that are included in a Submission or in comments through images, video or text (together: “Data Subjects”). This data will be treated with care and confidentiality by KIA and will only be gathered and processed for the Competition or the promotion of the Competition. Further to this, personal data of Participants will be used by KIA for general promotional purposes including direct marketing if and in so far the Participants have given their express consent before. KIA will not provide the data to third parties, unless required by law or consented to.
Users and Participants guarantee that the Data Subjects are timely and sufficiently informed on the processing of their personal data and guarantee that the Data Subjects have give their consent for this processing if needed. Users and Participants are aware that not providing certain personal data (mandatory data, such as ….) required for the purpose of Submission may result in not allowing them to participate in the Competition. Other personal data is provided voluntarily.
Data Subjects can address questions on KIA’s privacy policy, submit opt-out requests from direct marketing the data subject consented to and submit requests of inspection, correction and/or deletion of their personal data to news@kia.co.uk or cee’d Marbella Competition, Kia Motors UK Limited, 2 The Heights, Brooklands, Weybridge, Surrey, KT13 0NY
7. LIABILITY
KIA will put up its best effort to arrange for a smooth operation of the Competition. Participating in the Competition implies knowledge and acceptance of the characteristics and limitations of internet, inter alia technical performance, the transfer of information and data, the risk and effect of interruptions and more in general the risks that are inherent to communication through internet, such as limited data protection, malware and viruses.
It is the responsibility of Participant to take all foreseeable and reasonable measures to prevent his PC or similar device and its content. The statutory liability of KIA for damages arising out of the participation in the Competition in general or the use of the Website in specific shall be limited to the amount of damages typically foreseeable at the time of agreeing to these Terms & Conditions in respect of damages caused by a slightly negligent breach of a material contractual obligation (i.e. a contractual duty the fulfillment of which enables the proper performance of the Competition, the breach of which endangers the purpose of these Terms & Conditions and on the fulfillment of which participants in the Competition regularly rely). KIA shall not be liable for damages caused by a slightly negligent breach of a non-material contractual obligation. The aforesaid limitations of liability shall, however, not apply to liability for assuming a specific guarantee or liability for damages caused by willful or grossly negligent misconduct, or any kind of willfully or negligently caused injuries to life, body or health.
8. TERMINATION
KIA reserves the right to abort the Competition at any given moment and to shorten, modify, suspend or cancel the Competition at its own discretion without resulting in liability or any claim of damages.
KIA reserves the right to disqualify any Participant or User that KIA reasonably believes (i) to have tampered with the operation of the Competition and/or (ii) to be acting in violation of these Terms & Conditions.

Sounds like if you weren't a fan on 18 Feb you can't enter.

Sounds like if you weren't a fan on 18 Feb you can't enter.

I think it means you needed to have an account with Facebook on those dates and not be a fan of the Facebook page on those dates.
