advice please

Im posting this on behalf of a friend.

She has just been using a council car park and was a few minutes late back to her car, as she went to drive away a ticket warden told her he had writen a ticket for her but there was nothing on her car, he just kinda slipped it to her before she drove off.
She is wondering if she would be able to appeal it as it wasnt put on her windscreen and they didnt take the photo to show it had been issued.
If it was a privet company I would tell her to ignore it but as it is council I don't want to offer her advice that could lead to her having to pay more money.

    Unfortunately, it used to be the case that if the warden didn't manage to affix the ticket to the car it wasn't valid; but that has not been the situation for years now. In fact, nowadays, many people never get "tickets" as such because the fines are issued by camera enforcement!

    So unless there is something wrong with the ticket itself it is looking like a fair cop....

    However, it is ALWAYS worth a try at scanning it and posting it up on pepidoo as they do have specialists there who manage to poke holes in many of the PCNs issued by Council zombies.. so worth trying there before paying up!

    Certainly you are 100% correct, NEVER ignore a council or police ticket!

    Ask her to post a pic of the PCN, front and back, in a new topic once registered for free on pepipoo here:

    Just cover the PCN number and the car reg. Tell the pepipoo posters some details about the situation, with pics of the signs/P&D machine and a pic of the P&D expired ticket too.

    She may as well try an early informal appeal as the discount is usually re-offered (see the back of the PCN for details).
