Halifax Mark on the account

Hi, Brother has a Easycash account for sometime now and been to Halifax branch to see if it can be upgraded to a standard current account. Halifax said they cannot open up or upgrade the account as the system was showing "Declined collection 0800 0234224". He also has a LTSB account and tried their aswel and it was showing "Credit Policy Decline".
He did had some credit problems in past but it has been sorted now and recently been offered by Capital One, Vanquis and a mobile contract with Tescos. Halifax or LTSB dont seem todo any credit check the new application as whenever he applied no footprint was left on his credit report. They just seem to have regular updaes from CRA and because of the mark application is being declined.
Any idea how long the the mark remain on the account? I did suggested to him to close all Halifax or LTSB accounts, wait for afew months and then make fresh start with a new application and being a complete new customer a proper credit check more likely to be done. Do you think this might a way around?
I have seen other posts on MSE and people with very old CCJ seem to still get an account with LTSB without a problem.

They wont touch him until he is re-scored, for example I have current accounts with rbs and natwest, natwest decline me because my joint account used to be a basic one even as my main was standard current. rbs however have only ever had me as a current plus I get everything from them.Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0

Don't know too much about how this stuff works but closing the account and leaving it a couple of months may not work.
I suspect what would happen is details of the old account will somehow get linked to the new account when the new application is submitted.
Also not sure how data is shared between Halifax and Lloyds if Halifax has a CPD does that mean Lloyds get one too or is it seperate?0 -

Possibly but the way I was thinking it might just be an customer profile with personal details. As their would no existing account that mark may dissapear. Also as no account exists they cannot retreave monthly data from Experian in which they will have todo a proper credit search.
Both banks are showing diffirent marks. LTSB is CPD & Halifax is just Declined Collections. Halifax data may be on saparate partition in which data may not be shared. I may be wrong.0 -
I believe the monthly data from Experian is overwritten when the new data comes along sometime between the 16th and 22nd of the month depending on who you speak to at Lloyds TSB.
That may get rid of any CPD, don't know for certain though. I would have thought that information would be shared between Halifax and Lloyds but that appears not to be the case, at least at the moment.
Not sure what it says on my Halifax account but suspect it wont be good though they upgraded my current account to the reward account last year and previously the Halifax was part of an old IVA settled sometime back and now gone from my file.
I know with Lloyds it is a good internal score except for old and now out of date CRA data which was deleted last month and hopefully will get deleted from the Lloyds/Halifax computers on their next monthly update from Experian.0
