Any way of accessing a previous survey on a property?

Sorry to say that you are very, very wrong here. Since the Yianni v Evans case in 1982, its is now a tenet of law concerning mortgage valuations that the surveyor is responsible to both lender and purchaser, not in a contractural sense but by way of the Tort of Negligence.
