Social housing is not intended to be 'ideal' for anyone. It is rightly there for people in genuine need, for people who are not able to provide for themselves and their families for whatever reason.
Now that your circumstances have changed, if you can move out, I think you should, either into rented or bought. You shouldn't need any further incentive over and above the fact that you won't be relying on the state any more and are standing on your own two feet. Of course there will be bills. That's why you have a job. Why shouldn't you pay them?
Maybe you would not have had to wait seven years if others had done the right thing before you. I think it's the people who stay in social housing when they don't have to that give council tenants a bad name, not those that are there because they have to be.0
