Try your nearest Army Surplue type shop, I managed to pick up a end of line Dunlop pair for £5 in Kidderminster the other week. In all fairness they were mens, but they were black but cheap 'cos only a size 6.

Asda quite often have Childrens wellies cheap.

ASDA have good wellies for adults as well.
Bought mine to watch kids playing Sunday League,they are excellent but need good socks during cold starts!!!

I bought my daughters boots in Homebase this year, but have also seen cheap ones in Matalan today.
