Hi,
I've been living outside the UK for over 5 years and am looking at selling my flat. Would I need to pay Capital Gains Tax? If so, how long would I need to live in the flat not to pay Capital Gains Tax?

Need more information have you ever lived in the property and if so for how long.
Has there been an increase in value and if so how much.
Will you genuinely be coming back to live in the property as your primary residence and if so will you have documentation (bills etc ) to prove this.0 -

Yes, I lived in it for about 4 months before leaving England. Apparently there has been an increase of about £13,000 according to Zoopla. Yes, I'm moving back to London to work so will have relevant bills.

So say you have owned the house for 5 years and lived there for say 4 months then you would get Private residence relief for the 4 months plus the last 3 years ,so relief of 40/60 months on the £13k uplift less your cgt allowance of £10,600 for the year ..
So basically you wouldn't be liable based on your figures, but you would still need to notify hmrc of the sale if over £42k0 -
If you have been fully non resident, not ordinarily resident etc. and sell it while you continue to be nonresident, no UK CGT applies. However, depending on the jurisdiction of the country you are resident in currently, you may be liable for an equivalent tax there.
If you sell it after you become resident again, the rules mentioned in some of the posts above apply. Beware of potential annoyances due to dual taxation, if you sell it in the year you become resident again.0
