Well there are a lot of people in a dodgy position selling tickets on Ebay in that case!
The buyer has replied, and agreed to pay tonight. I think he was just checking I was genuine and I've convinced him.

I have bought concert tickets from Ticketmaster and Seetickets over a good number of years and always for personal use They have never arrived to me until approx one week before the concert date, so expecting yours 2/3 weeks before is maybe being a little optimistic and may lead you to offer something that you can't provide.
On two occasions I have offered tickets on Ebay (family members unable to attend). Both times the excess tickets were offered at face value. I took on board the problems that some buyers experienced and was prepared to refund any payment were I unable to fulfill my part of the sale due to circumstances beyond my control (ensured my PayPal balnce was adequate) Tickets arrived and I despatched via Special Delivery albeit I did offer one of the buyers a local collection, I attended the concert myself. . Good feeback received.
I do think the majority of ticket sales end well. I do not approve of ticket touts/ebay sellers buying to sell at grossly inflated prices and thus preventing genuine fans attending concerts for the normal ticket price. I know it happens, but, on principle, if I could not purchase at the normal price, then I would rather not attend. I refuse to pay an extortionate sum just because I want to see an artist/group perform live.
Have you got good feedback as a seller on your ebay account? Are you a longstanding member? Does the buyer have good feedback? have they previously bought tickets?.
It isn't too long to the concert date. If you decide you're happy with the buyer's history, then maybe offer a mutual cancellation for this sale with an option to purchase tickets as a BIN for them at the agreed price on a later date which would give them time coverage to address the issue with ebay/paypal should the tickets fail to arrive on time?
I know what I mean and hope you do too.

pseudopensioner - thanks for that. Yes, I had no intention or expectation of earning any money on the sale. I've told the buyer that if the concert is cancelled or the tickets don't arrive, I will refund, and of course I will. I have 100% feedback, am a longstanding member, have sold one ticket before that I had in hand; the buyer too has 100% (not bought tickets, though) and I wouldn't expect a problem.

Buyer is being very sensible here, we all know OP is OK but buyer can't possibly know that- so they have to rely on the 45 day time limit for paypal protection.
