Carpark fines

contesting a carpark fine whick I got in the post 40 days after alledged incident council claim I drove off I said I had paid but could not prove it as they have taken over a month to notify me of the alledged incident and who keeps a reciept for that long they have no photo evidence only their paperwork and cant even describe me .where do I stand in law

Council sent it Im at Tribunal stage not admitting anything as only evidence is a print out sent after 40 days saying I drove off no photo evidence not even a description of me0

you need some help here, try https://www.pepipoo.com for this in their council forum, they will need to see scans of all paperwork, just scrub your personal info from it, you can host images here https://www.photobucket.com , just place links for the images in the new thread you create.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
