Council tax re-banding

My sister has asked for a re-banding and has been turned down because "You did not make your proposal within the statuatory time limits specifiied in the council tax legislation".
I did not know there was a time limit. Several houses close to her are in lower bands. should she appeal and has anybody else had this response from the VOA?

I have just been rebanded (expected rebate £2k) and have lived in my house for almost 10 years.
There is a time limit for appeals which is 6 months from the date you move in.
Although you cannot appeal after this time you can ask for a review at any time - what's the difference? I've no idea.
However I've had my review agreed and am now waiting for the cheque. The whole process from application to agreement was 4 weeks although this will probably vary from council to council.
REMEMBER: you are NOT appealing you are asking for a review.Money won't buy you happiness
But at least you can be miserable in comfort
