Fined due to changes in parking regulations without notice

At 7.18 pm on 11/1/12, I parked in a spot I have been parking in for years as parking regulations normally end at 7.00 pm. Without any notice, the council temporarily changed the parking regulations to 8.00 pm on the day I parked there and I was caught on CCTV and fined. There was absolutely no notice displayed that the regulations had changed or sent to residents. They just changed the sign.
By the time I received the PCN and was able to go back to the spot in February, the timings were back to 7.00 pm and I submitted pictures of the signs in my claim.
I had enquired at the shop I was parked outside when I received the PCN, and they said a few clients had complained they also have received parking tickets and the timings had been inexplicably changed.
I lost the first appeal. I had fought it on the grounds that according to the signs in the area, I was parked legally. I did also mention that I heard through shop staff that timings had changed temporarily without any notice and if that was in force when I was fined that it was unfair to be issuing PCN's. I was told it was my responsibility to check the signs! Like you would do that if you parked there regularly for years and years!
Surely, the council must make it clear that parking regulations had changed?! Does anyone know what the rules are on this?
As part of the evidence they are submitting to counteract my second appeal, they have included an order saying they temporarily changed the traffic regulations from 11/1/12 for a period of 12 months but this was not displayed on the signs showing the parking times and actually only lasted about 3 weeks as by early Feb, they were back to 7pm.
Can anyone help? Please!

Make sure you only post when you are ready to show pictures, you won't get many replies there without pics! They need both sides of the PCN and all documents and letters, also a pic of the signs and lines. Read their FAQ first 'how to post pictures' and read a thread or two to get the hang of the forum.

I have had a ticket canceled for just this before - a good while ago now.
I parked my bike in a near-empty street with no restrictions very early one morning and went off to see about a job. Came back a few hours later, to find the side of the street coned-off, my bike with a ticket on it and the workmen painting lines and putting-up signs etc. The warden on-hand was also spectacularly grumpy about my having had the temerity to park on a "closed" street, despite there being absolutely no indication whatsoever about its imminent closure/change in regulation when I parked
One letter was all it took.0
