If the suspension was that loose that the wheels were doing that of their own accord the driver would definitely know about it....

I don't agree "nothing to see here" there is something up with that car, and the two behind it had a better view than we do and they thought it odd enough to film it.0 -
It looks like the car is going sideways because it is going sideways - with active rear wheel steering both front and rear wheels turn in the same direction above 37mph.
There is nothing up with the car.
