Buildings Insurance Certificate Charge

Hi,
I am in the middle of a re-mortgage, and require a copy of the building insurance certificate before if can be completed. The management company have been dragging their heels over providing it to the conveyancer, so I spoke to them, and they told me it is because there a fee to get a copy.
So because of the delay, and wanting to get it done ASAP, I have paid the charge (£40) and they have sent it off. I have since been told that there is no way I should have been charged for this, as they should provide all tenants with a copy of this each year anyway. Is this true, and should I not have been charged to get this? I have certainly never in the 7 years I have lived there been sent a copy of it.
