Apcoa - telephone payment

My teenage son travels from Theale to London 3x week by train. I registered for him to pay for his parking at the station by phone - this involves sending a text within 20 mins of parking, which is followed by a confirmatory response. As he's usuually running late, this is great - he can pay from the train.On the first day he used this system,when he arrived back, there was a civil parking norice from Apcoa. We checked his texts, and the sent one was sitting in his drafts - presumably he'd lost the signal while on the train and it hadn't been sent. Unfortunately my son has a diagnosed learning disorder which compromises his ability to process information, and he had not taken on board the whole process; in fact he hadn't received a confirmatory response but hadn't realised comprehended that it was part of the process.
I rang them and explained, was told to write, which I did, received a proforma rejection letter. Wrote back again, asked them to check his account to demonstrate how this was just a genuine misunderstanding on day ,[he's used the system fine since], offered to pay the day's charge, suggested that enforcement is borderline disability discrimination, again rejected.
I'm incensed that they want to penalise a student for this, but having read the forums I am unsure if he should nowpay up - the second period of grace is almost up.

Don't pay them a penny. You have already offered them a perfectly reasonable settlement and they refused in order to try and extort a wholly unreasonable and unenforcable sum out of you.
Just ignore everything they send you from now on. Check the forum Sticky to see what to expect next from them and tick them off till the scam runs its course.0 -
Do not ignore a private parking ticket - from 2013 onwards things changed in England/Wales. If yours is Parking Eye then they are suing people and so are some other PPCs.
You must appeal and with current forum advice, you will win at popla - we win 100% of appeals in 2014.

Might be worth doing that in writing, make sure you use the words 'in full and final settlement'.

Legally speaking, this is all you or you son owe them. If they want to reject this offer, then that's their lookout.

They don't have a template letter saying that your appeal has been accepted, because they have never needed one.
Now that you are aware it is all a scam, either ignore them from here on in, or, as suggested, send them a cheque for what the parking would have come to, full and final settlement, take it or leave it. Then ignore them.
Is your son under 18, if so, he cannot make a contractual arrangement anyway.0 -
you have more chance of the easter bunny turning up than any action from these scamsters, thats all it is,ignore their threats, pay what you owe if you like, but if you do be prepared for more threat o grams coming in for more money,its up to you, but do not worry, you can relax, enjoy easter,plenty of choccys.nothing will/can happen to you, full stop.0

I think as I have already crossed the rubicon and written twice, I will send them the day's charge 'in full and final settlement' to cover us and ignore everything after that.
Now, where's that choccy someone was talking about.....

Ensure you tell them that if they cash the cheque that you take that as acceptance of the full and final payment, also send the letter recorded so you got proof of delivery.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0
