Having trouble cancelling old TV Licence

Not sure if im posting in the right forum part or not.
I have been trying to email TV licensing to cancel my old TV licence as i have moved back in with my parents.
But all i get is the answer i have to phone them or send them a letter as apparently i need to get hold of the pay card department which dont have an email address.
Now i dont wanna phone them, i havent got the money to be put through waiting ages for someone to answer.
And if i send a letter, i have to put my new address on it in order for them to reply back.
Now i dont want to put my address down as i probably owe them money from the time i was moving out. But there again they might owe me money as TV licence is paid for in advance so i understand?
So i have explained this (not the i might owe them money part, but that they might owe me) but i still get the same response.
I have also explained to them in the past they have forwarded emails for me to the pay card department, which that they have done. They seem to dismiss that. so how am i supposed to get rid of this licence before incase my ex does something and i get a fine and end up in the local paper?

When does your TV licence expire?
You can only get a refund for full quarters.
So if your current licence has less that three months to run, there is no point in doing anything. Forget about it.
If you have over three months left on your licence you will need to fill out a form if you want a refund.

Why would you get a fine?
Why would you end up in the local paper?
If you are not living at the premises, then you cannot be guilty of any wrongdoing in this respect, can you?
Whoever is watching an unlicenced tv is the guilty one.0 -
It says its valid until 31st Jan 2013 but i have just logged into my account online and it says it has been expired. But i still wonder if i get any refunds.... thanks for the reply0

It says on the application refund form that i need some kind of evidence why i dont need it anymore, and i havent got any that is listed.0

You can still send the application form to us. However, if no evidence is supplied we will normally process the refund from the date we receive the application.0 -
Just tell them you are cancelling because you no longer need one and that is it. If they ask anything else it's non of their business. They have zero authority but try forcing everyone to have one whether needed or not.

When did you last pay any money for your TV licence?
You only cancel it if you are trying to get money back.0 -
