Confused now - but good news.
I rang the council and the woman said the ONLY outstanding council tax was from 2009 and went to Ross and Roberts. The value of liability is £178.89.
The bailiff earlier told me I owe like £590!!! :-O! And she keeps trying to ring me now.0 -

You now know the true size of the debt; you also know that it's being chased by Ross and Roberts. So we suggest that rather than getting too embroiled with this woman, you write to Ross and Roberts directly with cheque and covering letter enclosed as advised further above. The bailiff will usually make exhaustive efforts to contact you and pressure you into a payment arrangement in the early stages of recovery, but as time goes on this will taper off, especially if you stand firm in your negotiations.We work as money advisers for National Debtline and have specific permission from MSE to post to try to help those in debt. Ask her to supply a list of fee's she is trying to add together with the original debt that was passed over in writing before you believe another word she utters, don't let her in, and ask her to stop harassing you she has more than 3 attempts.

a - the time & date of any Bailiff action that incurred a Fee.
b - the reason for the fee.
c - the name(s) of the Bailiff(s) that attended on each occasion a Fee was charged.
d - the name(s) of the Court(s) the Bailiff(s) was/were Certificated at.
e - the date of the Certification.
This is not a Subject Access Request under the Data Protection Act S7 1998 so does not incur a fee of £10. You are obliged to provide this information.
I require this information within 14 days.

The reason for this is that the bailiff has added loads of fees to which they are not entitled.
If you send a cheque for the £178, then they will use this to pay themselves the spurious fees and keep chasing you for the other money.

I rang the council and they said I HAVE to pay the bailiffs not them. Can I still pay the council anyway?
I can try and get some money. But I can't really afford to pay it off in one go. Only other thing I can do is try and borrow it, but it's unlikely. The chances are I will have to sort a payment plan.
Let's see what the breakdown says first. What would be the next step once I get the breakdown statement? Sorry if that sounds stupid.0 -

The baliff will try and trick their way inside, if this happens you are in VERY serious trouble indeed.
Fall for any of the tricks at your peril.
Once they are INVITED over the threshold, your home becomes part of the order and everything in it is theirs to take.
My advice is lock all doors, put bike locks on gates, keep keys out of doors so others can not open them and keep windows closed.
Speak from an upstairs window and video tape all conversation.
