I would have thought that as car insurance is a legal requirement they would actually need to set up a captive which would need to be adequately capitalised (or less adequately capitalised if based offshore) and approved. Not just lodge a bond somewhere.0

No, you can place a bond and effectively get an exception from needing to have car insurance but it doesnt absolve you of any liabilities that exceed your bond.
Section 144.1 of the RTA if memory serves me right, used to only be £15k0
