Should tenants clean house at end of their tenancy?

Thanks for the replies, it's shown me I'm not cut out to be a landlord, so glad the house has now sold as I don't think I could cope with another let.
All the proper paperwork, inventory etc., was in place, the agent took photos as well but unfortunately she is on holiday this week. I know that she would probably have checked the place herself and noted the way it was left. The checks that were done were fine, the place looked spotless, was reliably informed last night that the fag butts were swept up before the inspection so of course nothing like that was noticed. Obviously most tenants will make sure the place is tidy before an inspection, just wish they had see their last day as an actual inspection.
It stated in the lease agreement that the inside and outside had to be kept tidy, there was a strimmer left in the shed but no other garden tools as I didn't think I needed to supply these, plus we needed them for our own house. There was however a rake left in the garden, obviously their own, not sure it was actually used right enough!
Hopefully it will only be time and not money spent getting it put right. I'm now actually wishing I hadn't been so hasty in giving the deposit back but doubt I can do anything about it now.0
