If you do a degree abroad can you still get a uk student loan to cover tuition and living expenses

Not to my knowledge unless things have drastically changed for this coming year.
Some EU countries will offer you some financial help subject to their terms and conditions(like working a certain number of hours)
You could consider a degree in UK which offers a year abroad(which you would get funding for from Student Finance)
