  • Bit of a late response, but like keyfob says above, he's bluffing. He sounds like a right chancer and he will not have spoken to the planners - he's just trying it on with the neighbours to find out if anyone would object if he just went ahead and did it.

    The other scenario is that he has actually spoken to the planning dept and they have indicated that planning permission wouldn't be granted, so he's bluffing all the neighbours and trying to get away with just putting the trellis up and hoping nobody complains.

    Either way, it needs express planning permission - so either look out for an application, so you can object, or if he just goes ahead with it, then notify the planning enforcement dept at the Council.

    I doubt whether he has the right to extend his wall any higher but beware he may turn into what I label as a tree terrorist and plant some deciduous trees to screen his pool, as they are not evergreen he could quite legally plant them within feet of your boundary leaving your garden in total shade throughout the summer months and leaving you to clear up his fallen leaves in the Autumn.
