when does the 0% period begin?

i have been stoozing since last august and am pretty happy with my progress so far. i have recently applied for a capitalone card 18mths and a citibank card 9 mth and have been accepted for both. however my mbna card is maturing in mid may and i am thinking, rather than increasing my stooze pot i should be using these two new cards to transfer my mbna balance to (i am not overly optimistic on the credit limits i will get on these two new cards)
because i want to maximise my mbna and the new cards' 0% period i need to know whether the 0% starts from the date i submitted the internet application or the date i put on the form when i sign it (if this is the case i can then hold off for a few weeks before sending the completed forms back)
