Windows Mail email messages - permanently delete

Deleted email messages in Windows Mail are not permanently deleted from my PC. They go back several years and I have been trying to permanently delete but cannot get this to happen. I have tried the Microsoft suggestions but nothing seems to work.
Can anyone help me on this as they are taking up quite a bit of space they I want to use.
