Can TDS be involved after 2 weeks

If the landlord or LA doesnt return deposit or communicate in more than 2 weeks, despite being asked about returning the deposit, can tenant go straight to TDS for return of whole amount?

I have already read the TDS sections, but what I cant find out is what to do when the LA has not responded.
They have had a letter after 2 weeks, asking for the return of deposit - no response. Another letter is being hand delivered today giving them 7 days before a dispute is raised.
There is nothing to specifically dispute....just the return of the whole deposit.0 -
Just telephone TDS and ask them how to proceed - they are usually very helpful. See here for contact details:

You've requested the return of your deposit. The LL has failed to return it (or even respond).
Are you happy with this response?
If so, accept it.
If not, then clearly there is a dispute between you and the LL and you should follow the TDS dispute procedure!0 -
The deposit has been returned minus £50 per tenant for a few issues. As the tenants all left on different dates over a week, there may still be reason to dispute, especially as there wasnt a check out report til the last one left! But may be best to leave it !!!!
