Outlook Express Error Code

I have an Outlook Express account giving an error code of 0x800CCC0F. The OS is XP. It starts downloading the incoming mail and then hangs and times out.
It's possible to send from the account (BY Yahoo), but not receive.
I've checked the POP3 and SMTP servers (all correct). Password and username are correct.
I also logged into the webmail side because I suspected that someone had sent a huge attachment that was blocking the download-but nothing at all there.
Finally in desperation I did a System Restore back to several days before the error appeared. But still getting the same error code.
Can anyone suggest anything else, as I'm out of ideas? Thanks.

The connection is timing out, which can be for a number of reasons. Microsoft offer some steps to take here:

I had similar symptoms some time ago, it turned out an update in avast caused it , it went away a day later .

Fixed by compacting OE folders: he had over 4,000 emails in his Inbox, so I've advised some heavy culling!
