A little Advice Please.

I've worked for the same Company since I left school (28 years ago). The Company has not got a lot of work & I can see it folding within the next 6 months. I have been looking on the CAB website, reference my entitlement to Redundancy & Notice, I am entitled to 12 weeks notice & the Redundancy payment is worked out on a scale. My query is, will the scale be worked out from age 16 or older. If its from age 16 it seems very unfair that I'm only entitled for Redundancy pay up to the age of 41, as the entitlement seems to stop after a certain amount of years :)
