PCN27 - Gipsy Hill Lambeth - Crazy Fine!

My partner and I live opposite a Jehovah Witness Centre down a small residential street. Whenever there is a Jehovah gathering the road is full with the visitor’s vehicles therefore making parking down our road a nightmare. To make matters worse the centre has a dropped curb outside their building but the gateway to the entrance is not big enough for any vehicles so enter or exit. Therefore the dropped curb is simply for the people who are entering and leaving the building. Regularly we see cars parked in that space as it doesnt appear to be blocking any access
Recently we had no choice so parked adjacent to the dropped curb due to the road being so busy that day and my wife is heavily pregnant so we needed to be close to the house. Knowing we weren't blocking any vehicles or putting anyone in danger, I couldn’t see why we couldn’t park there. However I have now received a PCN27 and a fine.
Below is a Google image of the offending curb. You can even see in the Google image someone is parked in front of it as well. Cars are regularly parked there so we were lead to believe this isnt a problem as there is no apparent need for a dropped curb leading to a pedestrian gate and no sign to state otherwise.

Do I have grounds for appeal? based on the fact we see cars parked in that space daily? There are no signs and the dropped curb causes more congestion on the roads.

Most councils don't let common sense and logic stand in the way of extracting a bit of cash. But you may want to post this up on pepidoo as they specialise more on council PCNs. However keep watching here too as there are a couple of ex-council wardens posting.0

Look how many code 27 PCN cases are on the first few pages of the pepipoo forum:

Read a few and then post a new topic with a pic of the PCN - front AND back, there on that forum with car reg and PCN number covered up. If there is no dropped kerb on the other side of the road then that may help your case - so show the pepipoo posters pics of both sides of the road.
And are you in London? You should take note that all London boroughs enforce dropped kerb PCNs, tickets for parking more than 50cm from the kerb and any pavement parking at all (except where specifically allowed by signs). So do some cities, I know Brighton does enforce the first two contraventions.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
