Annoying Council Ticket Situation

Hi,
I received in the post today a fine for a parking ticket at a council car park for £50. The back story is I did buy a ticket, but it had been blown upside down by the wind, so only the back was visible.
Now, had there been anything attached to my windscreen at the time, I would have photocopied the ticket and tried to appeal on the fact I had purchased a ticket at the time of being ticketed.
I was also planning a dispute on the grounds that
a) they had not given a reason why this fine was sent through the post and not on my car and
b) I received this notice more than 28 days after the event (letter arrived 29th March, incident happened 19th February).
But upon closer inspection, it's clear this notice is for the full £50, after the initial 14 day half price payment time had elapsed. Now, as I've said there was nothing on my car, and nor had I received anything trhough the post until today. Of the photos online, there is not one that shows the notice on my windscreen.
So not only was I not able to pay within 14 days, my right to appeal was also taken away by the fact I was unaware until today. Can I claim this to be scrapped for incompetence on the part of the warden, that he/she did not fully notify me of what they were doing? But then is it their word against mine? Should they have photographed the ticket on my car, if indeed they will claim to do so?

If this is a local authority issued PCN then the best place to go for advice is www.pepipoo.com. If you start a new thread in their council parking forum they will assist you. It would help if you scan the PCN or letters you have received (removing serial numbers and other stuff that would identify you) so that they can see the whole PCN."You should know not to believe everything in media & polls by now !"

@ Peter - this is a PCN, not ECN.
@ Vax - Payment is to go to East Sussex County Council by phone, cheque, payment slip or in person. It gives an Eastbourne address for The Parking Info Centre.

Matt, you need to make enquiry as to why it seems a PCN was not affixed to your vehicle. This would have given you the opportunity to either pay at the reduced rate; or to have launched an appeal on the basis you had a ticket but it fell off. I take it you no longer have the ticket?
Unless they accept that there was no PCN in your possession, then you have nothing whatever to lose by appealing to the adjudicator.0
