New Build Flat - Not on PAF/Setting up services

Hey guys,
I've bought a new build flat and am expected to complete on the 20th April so I'm beginning to look into getting the phoneline/broadband/sky setup but my address doesn't seem to be registered anywhere!
Be There have said they can't tell me if they can provide broadband until I have an activated phoneline. Sky is scheduled to be installed on the 21st but they are sending me the viewing card which is required and I'm worried it won't arrive as my address doesn't seem to be registered with Royal Mail.
Has anyone got experience with how it works and what I can do? I don't really want to move in without broadband/sky/phone etc. but if I wait till the completion date then everything won't be setup for weeks!

You need to contact the Highways or Planning department who issue road and house/flat numbers. It does take some time for databases to pick them up depending how regularly they have updates, which they pay for.Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.
