Blue Badge and London Congestion charges

We are going to London in August and somebody mentioned that with me having a blue badge that if I pre booked there is no charge for blue badge holders in the congestion areas. Yet when I go to book it says there is a £10 charge for blue badge holders. I'm presuming if that is right it is a a one of fee for blue badge holders?
Anyone who knows which is right?

Yes, you have to pay £10 for the ability to go within and outside the congestion charge area. If you are only going in and out once then it obviously won't pay to take this. See here - http://www.tfl.gov.uk/roadusers/congestioncharging/6736.aspx0

if you have disabled class road tax its free automatically so you dont have to register/apply for the discount

Don't forget you can register two vehicles for £10.
One vehicle might have the tax exempt status but the holder of the blue badge might use another vehicle from time to time. That second car would need registering.
Follow the TFL link for full details.0 -
Also that is an on going arrangement so providing you update information of exemption each year when they contact you there are no further payments. Also you can put temporary veichles as needed onto the exemption.0

TFL website is very clear that it available to Blue badge holders.
If the parent/carer has a vehicle with disabled class tax exempt vehicle then the car is automatically exempt.
Or they can register the blue badge holder for the £10 charge. The PDF document shows that it can be signed by parent/carer. Therefore if there are two cars in the household, provided the child is in it at the time then either one can be used for the exemption.0
