The tariff is an obvious problem here with being a standard rate but, what does your meteer say i.e. is it one rate or two rate? If they put in a one rate meter, it would require you rewiring first as the engineer would detect the load on the off peak circuit otherwise.
This is import because the supplier would not put you on a standard rate tariff but fit a two rate E7 meter. So, there may be more wrong here which will add to your complaint.
A supplier fitting a standard rate only meter would fit a one rate meter. If you have a two rate, the engineer might have compensated when he should have aborted the visit. If he did compensate this way, your supplier may have selected a standard rate charge to fit across bottgh meter registers. This isnt compliant with all E7 meters for a start but I your case it should have been noted that the meter going in didn't match what was asked for...which would indicate a need for heating on off peak so you would question if the tariff was the best solution.

wow this has dragged on and on and on
they have twice promised to ring me back and each time ive waited 2 weeks and nothing so i rang again today
i have been on the old tariff "Fixed Price October 2011" for 7 months and the man today said i should have not been on that and has put me on a new one which will save me £140 a year
"track and save v13" which is 21.026p for the first 720 units a year then 11.785p for every other unit for the rest of the year
my usage is 8,500 units a year (day 5,440 & night 3,060)
im still none the wiser but now ive got my figures im going to check a comparison site like you lot have suggested
