The NIP must arrive within 14 days to the RK (barring a a good reason, such as change of RK). It therefore needs to be posted by about the twelfth day to arrive within the 14 day period. If it has been correctly posted, then there is a (rebuttable) presumption that it has been served.
It's the day that it arrives that matters, not the day of posting.0 -
Nearly everything said so far is guesswork because a) we don't know whether the OP or the company is the RK, and b) if the company is the RK we don't know when their NIP was sent (it's likely to have been in time if they then sent out another one dated 17 days after the offence but we don't know for sure).0

I know its not very MSE but given the debate, I think I may just take a hit! It seems there isnt a definite answer and its my first time so I can pay to attend the course and avoid points.0

I thought it was pretty clear. If you're the RK then you would be OK, if not then it's probably valid. Can you answer the question please, RK or not?0 -

It would be clear cut if you just answered who the RK was.

"changed tune" I did a bit of research and cautiously agree with you.Have a read of pepipoo these is a case on there that's been to court. think the high court. The nip didn't arrive within 14 days.
I read the law to mean it would be effected 1 day after posting, as that is how long a first class letter normally takes to be delivered. So if posted on or before the 13th day it would be sufficient.0
