Median gross annual earnings (excluding overtime or one-off bonuses) for all employees were £23,760 at 31 March 2011.
The thing to remember is that the Civil Service is a small subset of the Public Sector (despite often being used as a synonym) which, unlike many other bits, does still have a lot of low-level admin drones rather than, eg, the NHS which is dominated by professionally qualified medical/scientific/technical staff0
