right need some muche needed garden help!!!!!

right you lovely lot i need some advice, i want to do my front garden as quite frankly its a bit of a mess, it is grassed but has stones underneath etc and its a nightmre to dig over, so what i was thinking was putting bark/mulch down over most of it and then some slate chippings in the middle so looks like a little centre piece, my questions are...can you apply mulch/bark directly over grass? or do you have to get one of them weed control fabric things to put on it first? i am a novice at all this kind of stuff but it is starting to really bug me now and i want it too look half decent, any advice would be greatly recieved!

    I'd kill off the grass with glyphosate weed-killer and then lay a decent quality fabric down, then put bark\chipping on that. Bear in mind bark may attract cats pooing all over the place.

    True i never thought of that, is there anyway to put off cats from doing that?
