Non paying buyer

What is the correct way of dealing with a non-payer.
This guy has a new account and is sellling quite a lot of stuff himself at the moment but the account was only opened since 12 Feb 07. He has bought from me a week ago now and no contact has been made at all.
I have sent him an email reminding him, but I don't know what to do next?

Open a non paying bidder dispute.
