Car bump, not my fault, other driver possibly uninsured

Hi All,
Just wanted some thoughts and advice on a car accident I was involved in last saturday.
I was stationary in my car, at a give way (2/3 cars infront of me also giving way). A van went into the back of me - he admitted he was looking at his job sheet and not at the road.
He was quite reluctant to get out his van, gesturing me to pull off the road we were on but I refused and said we should exchange details here, where the accident happened.
Fortunately the police were driving past and stopped to assist. The couldnt find his car insurance details on their database but they said they werent concerned at this point. They said he had to produce his documents at the police station within 7 days.
We exchanged car details and names and I was able to leave at that point.
My car insurance still havent heard from him or the insurance company name he gave them. He has until today to produce the documents at the station. I've been quite anxious about how long he's taken to do this, becuse I know if I was in the wrong I would have contacted my insurance immediatley.
If he doesnt produce his documents, should I see a solicitor? What would the police do? When I rang the police station they said they hadnt logged the RTC but I do have the police officer's name.

ask your legal insurance protection team to start the ball moving by checking the mid for starters
you do have legal insurance protection?
