girlfriend Debit card problems

hello all, i'm after a bit of advice
my girlfriend who is a Slovenian national moved to the UK back in September. She was seeking employment so we tried to get a bank account set up, I bank with Lloyds TSB so we got her one there, I had to introduce her as a customer before they would give her a current account
Now the problems
She's started working and has been for about a month. They've given her the most basic of basic bank card, it's can only be used in Lloyds TSB machines and has no debit functions. We went in and asked if she could have a visa debit card as we're renting our own home next month and Lloyds isn't near it nor near where she works, the answer we were given was quite close to "computer says no" and told to try every few months.
We've opened a joint account on Smile, we're going to keep our own wages going in to personal accounts and pay bills from this account, I think it was because I'm a UK resident and have a credit history etc, but they had no problem giving us both visa debit cards, is it worth her switching her personal account to Smile or are they likely to not give her an account with her only been in the UK for 6 months?
